Innovation in Regeneration Conference

EU Co Funded Projects including THRIVE highlighted at Regeneration Conference in the PEACE Campus in Monaghan

The Northern and Western Regional Assembly and Monaghan County Council hosted a conference this week in the PEACE Campus in Monaghan Town to provide innovators, and experts in the field of sustainable regeneration a forum for evaluating the latest innovative regeneration projects across the island of Ireland. Over two days, regeneration practitioners and guest speakers from Ireland and Europe explored the role of innovation in regeneration.

Topics discussed included urban regeneration and the policy background supporting regeneration, vacancy rates and the importance of agglomeration economies for regional development.

Attendees also explored the concept of “Building Stories” to understand urban resilience, and the role of heritage and greenspace in sustainable regeneration.

The event included case studies on the Armagh City Townscape Heritage project, which aims to restore historic properties and create new spaces for businesses and residents and the Castleblayney Gate Lodge restoration project, renovating that derelict building to provide a modern public library, community, and cultural space.

There were presentations and discussions focused on biodiversity considerations in regeneration projects and highlighting the importance of preserving biodiversity and urban design and landscape architecture.

Also showcased was the Town Centre First Heritage Revival Scheme (THRIVE) and various regeneration programmes, EU funding streams and their impact.

Colleagues from the Valletta Design Cluster in Malta shared a good practice case study from Europe, demonstrating how European co-funding and the New European Bauhaus brought a former slaughterhouse back to life and created a vibrant, beautiful and sustainable, shared community space on that island.

Overall, the conference provided valuable insights into innovative regeneration projects and the importance of collaboration, data, and sustainability in urban planning. All the presentations from the conference are available to download here: https://www.nwra.ie/innovation-in-regeneration-agenda/

Denis Kelly retires from the NWRA

On Friday, 21st March, Director Denis Kelly attended his final meeting of the Northern and Western Regional Assembly (NWRA) as he retired after nearly four decades of dedicated public service. At the March Assembly meeting in Sligo, elected members expressed their gratitude, praising Denis for his passion, professionalism, and commitment to working with staff, colleagues, and stakeholders to advance the region’s ambitions.

Denis was responsible for overseeing numerous projects and initiatives related to regional planning, economics, and Interreg funding. Elected members particularly highlighted his role in the development and implementation of the Regional Spatial and Economic Strategy, which stands as one of his most significant achievements during his tenure.
Denis joined the Assembly in 2016 as Assistant Director for Planning and Economic Development and Senior Planner, before moving into the role of Director in 2023.

At the final staff meeting, colleagues extended their warmest wishes to Denis, hoping he enjoys a well-deserved and fulfilling retirement.

EU co funded €217 Million Euro Investment Programme reviewed

Members of the Northern Western Regional Programme Monitoring Committee met in Carrick on Shannon to review progress under the ERDF Northern and Western Regional Programme 2021 – 2017.

The Monitoring committee which has members from a variety of stakeholders including the European Commission, meets regularly to monitor progress and agree any necessary changes required under the regional programme.

At the meeting members discussed the launch of calls from all eight schemes in the Programme.

The Schemes are:

  • KT Boost,
  • Technology Gateways
  • Innovators Initiative
  • Smart Regions
  • TU RISE
  • THRIVE
  • Warmer Homes
  • ARC Hubs

A number of other important monitoring actives under the programme were also reviewed including: Enabling Conditions, Horizontal Principles, Evaluation and Communications.

The meeting also reviewed the 29 operations that are currently selected, and noted that 50% of the total programme allocation is now awarded.

NWRA Supports STEMtacular Science Fair in Ballinamore, Leitrim

The NWRA was proud to support the STEMtacular Science Fair which took place in Ballinamore County Leitrim on the 27th February 2025. The science fair for primary school students was attended by over 500 students from Cavan, Fermanagh, Longford, Leitrim, Sligo, Mayo, and Roscommon.

Cathaoireleach of the NWRA, Cllr Jarlath Munnelly presented the award for best project completed ‘As Gaeilge’ which was awarded Gaelscoil Liatroima for their project ‘An dteastaíonn spéaclaí do gearr-radharcach nó fadradharcach’.

Cllr Jarlath Munnelly said it was important to support initiatives like STEMtacular as it encourages students to engage in STEM subjects, fosters problem-solving skills and hopefully inspire them to pursue a career in a Science, Technology Engineering or Maths.

As well as getting to showcase their science projects at the event, the primary school students also had the opportunity to visit the Discovery Zone which included engaging exhibitions from Sponsors of the event. The NWRA partnered with the AIM Centre Sligo to exhibit at the event. Colm Finn, Automation Engineer with the AIM centre, set up a VEX robotics game to allow students to try their hand at Robotics and to learn more about the VEX robotics competition for primary schools.

Three Regional Assemblies at the LAMA Awards 2025

The three Regional Assemblies attend the 2025 LAMA (Local Authority Members Association) All Ireland Community and Council Awards in Cork on Saturday (22/02/2025).

The Assemblies sponsored the category ‘Best Housing Regeneration & Urban Planning’ which was awarded to Fingal County Council for the Portrane Avenue project.

Donegal County Council won the prestigious Council of the Year award.

Other awards to Local Authorities and projects in the Northern and Western Region (Cavan, Donegal, Galway City, Galway County, Leitrim, Mayo, Monaghan, Roscommon and Sligo) included:

NWRA meeting in Cavan welcomes three new Elected Members

The Northern and Western Regional Assembly February meeting with Elected Members took place in the Cavan County Council Chamber at the Courthouse on Friday 21st February 2025.

At the meeting, the Cathaoirleach – Cllr Jarlath Munnelly, Director – Denis Kelly and elected members and welcomed the three new Councillors that have been nominated to the Assembly:

  • Cllr Gerry King 
  • Cllr Liam Callaghan
  • Cllr Richard Truell

At the meeting, Cathaoirleach of the NWRA Cllr Jarlath Munnelly thanked Liam O’Reilly, Senior Executive Architect at Cavan County Council for a detailed presentation of the current Rural and Urban regeneration projects including the Abbeylands Regeneration project in Cavan Town.

Welcoming fellow councillors to Cavan, local Councillor Áine Smith, said it was important for the NWRA to visit each Local Authority across the region, including Cavan, and to get a better understanding of their current regional development issues and opportunities. In relation to the Abbeylands Redevelopment, Cllr Áine Smith said the investment was a potential game changer for the area and would add to the existing tourism attractions in Cavan including the Geopark, festivals, outdoor activities and hotels.

Denis Kelly, Director at the Northern and Western Regional Assembly also praised the work of Cavan County Council and said that projects such as Abbeylands regeneration is great example of how we can reinvent and revitalise our towns and villages which is at the core of our Regional Spatial and Economic Strategy (RSES). Mr Kelly also said there is a huge amount of work that goes into these projects including the public consultation process and it is important this recognised.

Elected Members attend first session of European Committee of the Regions 2025-2030

The Irish Regions European Office (IREO) in Brussels welcomed the Irish Delegation for the European Committee of the Regions (CoR) 2025 – 2030. The Elected Members, from all three regions in Ireland attended the inaugural plenary session on the 19th & 20th February 2025 and is the 164th European Committee of the Regions plenary session. Elected Members (Councillors) from the Northern and Western Region on the Committee of the Regions 2025-2030 are:

About the European Committee of the Regions

The European Committee of the Regions (CoR) is the voice of regions and cities in the European Union (EU). It represents local and regional authorities across the European Union and advises on new laws that have an impact on regions and cities (70% of all EU legislation).

The CoR is a political assembly composed of 329 members and 329 alternates from all EU countries (grouped by political party and headed by the President) who have been elected at local or regional level (for example as Mayors or Presidents of a region). They come to Brussels up to six times a year to debate their opinions on proposed legislation and agree on resolutions for further action by the EU.

Economist (Grade VII)

The Northern & Western Regional Assembly are currently inviting applications from suitably qualified persons for the post of Economist (Grade VII).

The Economist will be a key member of the Regional Planning Team and will serve the Regional Assembly in the development and delivery of its core functions. The role of the Economist is to ensure that a rigorous economic and policy rationale underpins the activities of the Regional Assembly.

The Post

A summary of the duties of the Economist will include:

  • Contribute to policy development across a wide range of areas
  • Provide statistical and economic analysis to the assembly
  • Assisting in relevant aspects of the implementation of the measures set out Project Ireland 2040, the Regional Spatial and Economic Strategy, and ERDF Programmes
  • Support the Regional Assembly in its statutory role in relation to oversight of Local Economic and Community Plans
  • Play a central role in the collection and analysis of data, including economic modelling and forecasting
  • The establishment of baseline reporting at regional and sub-regional level
  • Formulating and implementing economic policies associated with the Regional Economic and Spatial Strategy
  • Providing inputs to policy and programme development
  • Providing submissions on behalf of the Assembly, as necessary
  • Undertake studies/reports/research on behalf of the Regional Assembly
  • Prepare advice, including any required evidence-based reports, to inform the development, delivery and monitoring or regional policy
  • Provide support to the Director, to ensure work programmes are implemented

The Person

Education, knowledge and experience requirements:

  • An honours Bachelor’s degree or higher degree in economics
  • Minimum 2 years’ relevant experience
  • In-dept knowledge and demonstrated understanding of EU, national and regional economic policies and public sector institutions
  • Strong understanding of local, regional and national Government operations, including their roles and responsibilities
  • Experience of delivering, co-ordinating and managing multiple projects simultaneously, whether independently or as part of a team
  • Experience in compiling comprehensive reports, delivering presentations, and engaging effectively with the public, media, and stakeholders
  • Knowledge and experience of operating ICT systems

Desirable Requirements:

In addition to the knowledge and experience above, it would be desirable to have the following:

  • Expertise in areas such as statistics, policy evaluation; econometrics and economic modelling; economic planning; financial risk analysis; applied economics (health, transport, labour market), fiscal policy and public finance theory
  • Political awareness and a clear understanding of the political reality and context of local, regional, national and European public institutions.
  • Project management
  • Experience of managing finance and budgets and ensuring value for money

Salary

Salary scale is from €58,252 min to €75,728 p.a. (inclusive of Long Service Increment). The Local Government Superannuation Scheme will apply to this post.

Location

The Assembly Headquarters is located at The Square, Ballaghaderreen, County Roscommon. Hybrid working options are available.

AIR Seminar Celebrates a Decade of three Regional Assemblies in Ireland

The Association of Irish Regions (AIR) held an engaging and enlightening training seminar on 5-6 February 2025 in Athlone. Following from the successful events in Monaghan in 2023 and Adare in 2024, over 270 registered delegates of locally elected representatives, policy makers, regional planners, experts and stakeholders from across Ireland and Europe gathered at the Radisson Blu Hotel overlooking the River Shannon for the third AIR training seminar.

The event also marked a significant milestone as it celebrated 10 years of the three Regional Assemblies in Ireland, which were established in their current form in 2015. Since then, the Assemblies have become vehicles for both securing and brokering critical investment, strategic policymaking and are key advocates for their constituent communities (both urban and rural).

Of the event, Clare Bannon, A/Director of the Eastern and Midland Regional Assembly said:

“EMRA is honoured to host the 2025 AIR training seminar. It has been a privilege to bring together a significant lineup of speakers with the goal of debating and enhancing the critical role the Regions play in building a resilient, inclusive and sustainable Ireland. This seminar has provided a wonderful opportunity for all participants to come together at a pivotal time in both domestic and international politics to discuss key issues of importance as we look forward towards the next ten years of Regions in Ireland.”

 

The Cathaoirleach of AIR, Cllr Jimmy McClearn, Galway County Council and member of the Committee of the Regions, added:

This year’s event ended with the launching of the National Census Atlas and the Smart Specialisation Strategy (S3) Dashboard by Minister for Enterprise, Tourism and Employment, Peter Burke TD. With the Minister’s warm support, the three Regional Assemblies in collaboration with the All-Island Research Observatory (AIRO) at Maynooth University launched these two brand new extensions to the Regional Development Monitor (RDM) which provides mapping and visualisation platforms to assist Government Departments, Regional Assemblies, Local Authorities, planners, policy makers, researchers, and citizens in gaining greater insight to aid better decision-making. First of its kind in Europe, this is a fully open, user-friendly and interactive resource that shows over 200 key indicators down to a neighbourhood-level and can demonstrate key social, economic and environmental trends across Ireland.

Of the launch, Minister Peter Burke said:

“I am proud to launch the National Census Atlas, a ground-breaking tool providing access to key data which will be instrumental in supporting evidence-based policymaking. We are the first country to develop such a resource, positioning Ireland at the forefront of international best practice. I am also delighted to launch the new Smart Specialisation Strategy Visualisation Dashboard which was developed in collaboration with my own Department. This tool will help monitor the progress of our National Smart Specialisation Strategy, monitor our regional innovation performance and enable regions to focus on their strengths. These new tools are fantastic additions to the Regional Development Monitor that I had the pleasure of launching in November 2022 and will be crucial to future policy development.”

Overview of the event

Over the course of the two days, an impressive list of speakers joined delegates in discussing the key themes of multi-level governance, EU Cohesion policy, and regional spatial planning and economic development. These themes are pivotal in shaping the future of regional development and ensuring that policies are effectively implemented to benefit all regions in Ireland.

Attendees learned about the evolving space of governance in Ireland from such speakers as Dorothée Allain-Dupré, Head of the Regional Development and Multi-level Governance Division at the OECD, Senator Mark Daly, Mayor John Moran of Limerick and Elaine Lynch of the Association if Irish Local Government (AILG). Following a recorded message from Executive Vice-President for Cohesion and Reform in the European Commission, Raffaele Fitto, speakers of the second session including Sari Rautio, member of the High-Level Group on the Future of Cohesion policy and EPP Group Leader in the Committee of the Regions (CoR), Cynthia Ní Mhurchú MEP, Cllr Kieran McCarthy of Cork City Council and CoR Member, and Ellen Mulder-Metselaar, Director International Relations & Public Affairs, Province of Gelderland, helped attendees explore the future of Cohesion Policy post-2027 and how Regions can benefit from engaging at EU level. The third session brought together speakers such as Marie Donnelly, Chairperson of the Climate Change Advisory Council, Brendan O’Sullivan, University College Cork Centre for Planning and Education & Research, Jonathan Patchell and David Barret from the Department of Enterprise, Trade and Employment, and Caoimhín Ó Ciaruáin, Department of Transport, to discuss the future of planning in Ireland with specific attention to the economic, climate and transport dimensions. At the dinner on the 5th of February, Brian Cody, Kilkenny Hurling Manager and eleven-time All Ireland Winning Manager, treated guests to an inspirational keynote speech. He shared stories about his extraordinary hurling career, emphasising the importance of resilience in the face of setbacks, nurturing team spirit at the grassroots, and working together to make decisions for the long-term greater good.

Complementing the informative sessions and debates, the seminar featured an exhibition space showcasing some of the outstanding work and initiatives that have been undertaken by the three Regional Assemblies over the past decade. This exhibition highlighted the tangible impacts and successes achieved, demonstrating the importance of collaborative efforts in regional planning and development.

At the exhibition, the Northern and Western Regional Assembly had stands for the (1) Interreg Atlantic Area and Interreg Northern Periphery and Arctic, with the AIM centre as project partner, and (2) a stand to showcase Data2Sustain (European Digital Innovation Hub) and two ATU research programmes MOCHAS (Modelling & Computing for Health) and OSCAR (Operations and Supply Chain Management). €25 Million Available in Second Call for THRIVE Scheme in our Region

Building on the success of the initial funding round in 2024, Ireland’s Regional Assemblies are pleased to announce the second call for applications under Strand 2 of THRIVE – the Town Centre First Heritage Revival Scheme.

€85 Million in funding will be made available through Ireland’s European Regional Development Fund (ERDF) Programmes to restore vacant or derelict heritage buildings in public ownership; revitalising our urban centres, bringing valued heritage buildings back into use as community assets and delivering on New European Bauhaus and Town Centre First policies.

The funding call opened on the 16th January 2025 with awards of up to €7 million available to refurbish, restore, and adapt publicly owned heritage buildings within town centres.

With 100% grant aid available, local authorities are encouraged to act swiftly, as this competitive funding opportunity promises to generate significant interest nationwide.

THRIVE empowers local authorities to reimagine and adapt heritage buildings, preserving their historical and cultural significance while creating vibrant and sustainable urban spaces. Heritage buildings are defined as structures with unique architectural, historical, archaeological, or artistic qualities, or those that hold cultural and economic significance to their locations.

Announcing the second call, Minister for Housing, Local Government and Heritage, Darragh O’Brien TD, said:

“I very much welcome the launch of the new €85 million THRIVE call under the ERDF Regional Programmes. This funding gives local authorities the tools to bring Ireland’s heritage buildings into the 21st century, not only preserving and protecting these important heritage assets, but also ensuring their sustainable re-use for future generations. I look forward to seeing the regeneration benefits that will arise out of this funding and will strengthen the vibrancy of towns and cities throughout Ireland.”

Minister of State for Local Government and Planning, Alan Dillon TD, said:

“The THRIVE scheme underscores our commitment to tackling vacancy, promoting heritage-led regeneration, and delivering on the Town Centre First policy. The Town Centre First approach ensures that local authorities are engaged with their citizens in developing new plans to transform and celebrate these underutilised heritage buildings for the benefit of their communities, while breathing new life into towns and urban centres across the country”.

Welcoming the call, Cathaoirleach of the Northern and Western Regional Assembly, Cllr Jarlath Munnelly, highlighted the transformative potential of the THRIVE scheme, stating:

“By addressing vacancy and restoring our heritage buildings, we can turn town centres into vibrant hubs where people want to live, work, and visit. This funding represents a key step towards sustainable urban regeneration in our region.”

Projects funded under THRIVE are required to embrace the values of the New European Bauhaus, incorporating sustainability, aesthetics, and inclusion. The initiative also encourages a citizen-centred, community-led approach to planning, design, and project selection within the Town Centre First framework.

This scheme is co-funded by the Government of Ireland and the European Union through Ireland’s European Regional Development Fund (ERDF) Northern and Western Regional Programme 21-27 and Southern, Eastern and Midlands Regional Programme 21-27. The scheme has been co-designed by the Regional Assemblies and the Department of Housing, Local Government and Heritage to address European, national and regional policy objectives.

The funding call will be managed in the Northern and Western Region by the ERDF Managing Authority – the Northern and Western Regional Assembly.
