€25 Million Available in Second Call for THRIVE Scheme in our Region

Building on the success of the initial funding round in 2024, Ireland’s Regional Assemblies are pleased to announce the second call for applications under Strand 2 of THRIVE – the Town Centre First Heritage Revival Scheme.

€85 Million in funding will be made available through Ireland’s European Regional Development Fund (ERDF) Programmes to restore vacant or derelict heritage buildings in public ownership; revitalising our urban centres, bringing valued heritage buildings back into use as community assets and delivering on New European Bauhaus and Town Centre First policies.

The funding call opened on the 16th January 2025 with awards of up to €7 million available to refurbish, restore, and adapt publicly owned heritage buildings within town centres.

With 100% grant aid available, local authorities are encouraged to act swiftly, as this competitive funding opportunity promises to generate significant interest nationwide.

THRIVE empowers local authorities to reimagine and adapt heritage buildings, preserving their historical and cultural significance while creating vibrant and sustainable urban spaces. Heritage buildings are defined as structures with unique architectural, historical, archaeological, or artistic qualities, or those that hold cultural and economic significance to their locations.

Announcing the second call, Minister for Housing, Local Government and Heritage, Darragh O’Brien TD, said:

“I very much welcome the launch of the new €85 million THRIVE call under the ERDF Regional Programmes. This funding gives local authorities the tools to bring Ireland’s heritage buildings into the 21st century, not only preserving and protecting these important heritage assets, but also ensuring their sustainable re-use for future generations. I look forward to seeing the regeneration benefits that will arise out of this funding and will strengthen the vibrancy of towns and cities throughout Ireland.”

Minister of State for Local Government and Planning, Alan Dillon TD, said:

“The THRIVE scheme underscores our commitment to tackling vacancy, promoting heritage-led regeneration, and delivering on the Town Centre First policy. The Town Centre First approach ensures that local authorities are engaged with their citizens in developing new plans to transform and celebrate these underutilised heritage buildings for the benefit of their communities, while breathing new life into towns and urban centres across the country”.

Welcoming the call, Cathaoirleach of the Northern and Western Regional Assembly, Cllr Jarlath Munnelly, highlighted the transformative potential of the THRIVE scheme, stating:

“By addressing vacancy and restoring our heritage buildings, we can turn town centres into vibrant hubs where people want to live, work, and visit. This funding represents a key step towards sustainable urban regeneration in our region.”

Projects funded under THRIVE are required to embrace the values of the New European Bauhaus, incorporating sustainability, aesthetics, and inclusion. The initiative also encourages a citizen-centred, community-led approach to planning, design, and project selection within the Town Centre First framework.

This scheme is co-funded by the Government of Ireland and the European Union through Ireland’s European Regional Development Fund (ERDF) Northern and Western Regional Programme 21-27 and Southern, Eastern and Midlands Regional Programme 21-27. The scheme has been co-designed by the Regional Assemblies and the Department of Housing, Local Government and Heritage to address European, national and regional policy objectives.

The funding call will be managed in the Northern and Western Region by the ERDF Managing Authority – the Northern and Western Regional Assembly.

THRIVE public consultation in Carrick on Shannon

Leitrim County Council held a very well attended ‘pop up’ consultation at the Farmers’ Market at the Carrick-on-Shannon Market Yard on Thursday 19th December 2024.

The consultation was an opportunity for members of the public to give their views on the future use of the Carrick-on-Shannon Town Hall building on Bridge Street in the heart of the town centre.

The consultation process forms part of the THRIVE project which is a funding program that supports the renewal of urban centres through the adaptive reuse of heritage buildings. The program is co-funded by the Irish Government & the European Union through the ERDF Northern and Western Regional Programme 2021-27 and is intended to help revitalise local towns and villages.

The THRIVE project requires local authorities to promote the values of the New European Bauhaus in their projects. This includes making projects sustainable, accessible, inclusive, and aesthetically pleasing.

Building the Future of Irish Towns

Representatives from 31 Irish Local Authorities came together for a training session on how to better integrate the New European Bauhaus values of aesthetics, sustainability, and participation into THRIVE projects from the early stages of development.

 The THRIVE – Town Centre First Heritage Revival Scheme financially supports Irish local authorities in renovating heritage buildings in town centres through ERDF and National co-funding, that incorporate the values of the New European Bauhaus.

Hosted by European Urban Initiative (EUI), in partnership with the Southern Regional Assembly, the Northern & Western Regional Assembly and the European Commission, the hugely successful ‘Building the Future’ event in Limerick gave practical advice and shared tools to ensure projects are sustainable, beautiful and inclusive through participatory processes, multi-level engagement, and a transdisciplinary approach throughout the project timeline.

So far, 26 projects have received funding through THRIVE Strand 1 to develop integrated urban strategies and for project pipeline development. Also, 5 projects have received THRIVE Strand 2 funding for refurbishment, renovation and adaptive reuse of heritage buildings across Ireland.

Another THRIVE funding call will open in January 2025 which offers a significant opportunity for local authorities to access capital funding of up to €7 million for sustainable urban development projects.

THRIVE is co-funded by the Government of Ireland and the European Union through the ERDF the Northern and Western Regional Programme 2021-2027 and the Southern, Eastern and Midland Regional Programme 2021-2027.

Galway City Council and Northern and Western Regional Assembly Announce €3.8 Million Investment in Cultural Revival Project

The Assistant Director of the Northen and Western Regional Assembly, Paddy Austin and the Chief Executive of Galway City Council, Leonard Cleary signed a grant agreement for an investment of €3.8 million from the European Regional Development Fund’s Town Centre First Heritage Revival Scheme (THRIVE) in the presence of the Mayor of Galway Peter Keane. This funding is for the restoration of the Nun’s Island Theatre and the neighbouring Church House, with the goal of creating a dynamic Creative Space that will function as a versatile arts and creativity hub in Galway City.

The Nun’s Island Theatre, built circa 1835, and the Church House, constructed between 1855 and 1872, are significant cultural landmarks located on the western bank of the Corrib River. This project aims to honour their historical value while adapting them to meet the contemporary needs of Galway’s artistic community. The renovation will link these two important buildings, creating new infrastructure for creativity and innovation, aptly named ‘CreativeSpace’ on Nun’s Island.

During 2021 and 2022, Galway City Council engaged the Urban Lab Galway in the University of Galway to undertake a public consultation process which gathered insights from the local community and stakeholders in the creative sector about the desired role and function of the Nun’s Island site. The feedback highlighted a strong desire for a multifunctional space that could accommodate rehearsals, studios, meetings, events, and administrative functions. CreativeSpace will fulfil this vision, providing rehearsal and performance facilities that promote innovative and experimental work by emerging artists, individuals, and minority communities in Galway.

This initiative is not only a significant step towards creating new creative space within the cultural landscape of Galway City but also embodies the European Bauhaus Principles of Sustainability, Aesthetics, and Inclusion. By reviving these historic buildings, the project aims to create a vibrant, attractive, accessible and viable space that encourages the local community to live, work, and engage with the arts while strengthening the impact of EU funds in the region.

Galway City Council and the Northern and Western Regional Assembly are proud to be at the forefront of this transformative project, which will undoubtedly bring Europe closer to its citizens.

10 Northern and Western Region town centres awarded funding totalling €1.8 million

Ten town centres are set to benefit from funding of up to €200K each under THRIVE, the Town Centre First Heritage Revival Scheme, awarded under the ERDF Northern and Western Regional Programme 2021-2027.

It aims to allow Local Authorities and citizens to reimagine and revitalise town centres though the renovation and reuse of publicly owned vacant or derelict heritage buildings.

Funding has been awarded in respect of the following town centres: Ballina, Ballinasloe, Carrick-On-Shannon, Cavan Town, Galway City, Letterkenny, Monaghan Town, Roscommon Town, Sligo and Tuam.

THRIVE was developed by the Northern & Western Regional Assembly and the Southern Regional Assembly, working in close partnership with the Department of Housing, Local Government and Heritage.

Welcoming the funding awards, Minister of State for Local Government and Planning at the Department of Housing, Local Government and Heritage, Alan Dillon TD said:

“Our towns and villages are the beating heart of rural Ireland.The Town Centre First Initiative is revitalising our communities the length and breath of the country.

This initial tranche of funding under THRIVE will facilitate the development and enhancement of integrated urban strategies using a Town Centre First Approach and will assist local authorities to identify suitable projects and ensure they are ready to commence capital works. It is great to see 26 towns across the country, including Ballina, Co Mayo progressing as the first ever Towns under the initiative. The next tranche of funding will support those capital works, helping our local authorities to preserve, enhance, transform and celebrate heritage buildings while rejuvenating their town centres for generations to come.”

Commenting on the awards, the Minister for Housing, Local Government and Heritage, Darragh O’Brien TD said:

“This Government have placed a huge emphasis on the regeneration and rejuvenation of towns all across the country and I really welcome the €5M which is being announced today for these 26 towns under THRIVE.

As I travel across the country I am seeing the impact of the various initiatives which are underway to transform towns, making them even better places to live in, work in and visit. This fund is empowering communities to shape the future of their town centres by identifying opportunities which will help ensure the long-term vitality of our urban hubs. I very much look forward to seeing the impact this scheme will have and the resulting substantial regeneration which will strengthen the economic, social, and cultural vibrancy of towns throughout Ireland.”

Minister of State for Heritage and Electoral Reform, at the Department of Housing, Local Government and Heritage, Malcolm Noonan said:

“THRIVE will support local authorities, not only in protecting and preserving underused heritage buildings, but also ensuring their long term sustainability through their renovation and adaptive reuse.

This funding will also promote increased public awareness and appreciation of the valuable built heritage in our town centres as part of the delivery of Town Centre First policy.”

Denis Kelly, Director of the Northern and Western Regional Assembly said:

“The Regional Assemblies are committed to balanced regional development and the revitalisation of our towns as outlined in our Regional Spatial and Economic Strategies.

With the support of the Government, THRIVE is leveraging ERDF funding to support community-led heritage regeneration projects, empowering local authorities and communities across the regions to unlock the full potential of their heritage assets”.

Paddy Austin, Assistant Director of the Northern and Western Regional Assembly, said:

“The ERDF Northern and Western Regional Programme plays a critical role in supporting national and regional policy objectives but also a key European policy objective, to bring Europe closer to its citizens.

As part of this, THRIVE funding will help local authorities to engage with their citizens to work with them to identify vacant or derelict heritage buildings that, when renovated and repurposed, can have a transformative effect on town centres.”

Local authorities in receipt of funding will be promoting the values and working principles of the New European Bauhaus – an initiative of the European Union – in their strategies and projects to ensure their projects are sustainable, aesthetically pleasing, inclusive and accessible.

The Northern & Western Regional Assembly are currently evaluating THRIVE Strand 2 applications and expect to make awards for the first set of capital works projects under THRIVE in August 2024. Local authorities will have an opportunity to apply for another tranche of capital funding under THRIVE in a follow-on funding call in Spring 2025.
