Corporate Plan and Action Plan

Developing our Corporate Plan is an opportunity to review our ‘strategic space’. The Corporate Plan is the place we integrate and align complex systems of EU programme management, national / regional spatial planning and political cycles.

Our Corporate Plan allows us to:

  • Examine our capabilities to see if we are maximising our resources.
  • Study the external environment (macro / micro).
  • Tailor a strategic response that creates value across the Northern and Western region.
  • Install a systems approach to innovation and knowledge transfer (internal / external).
  • Determine a clear purpose for the organisation up until 2024.
  • Consider ‘big’ ideas and strategic opportunities.

Covid-19 – Issues and Opportunities: Presentation by John Daly

At our September Assembly Meeting held in the Council Chamber in Roscommon, John Daly (Economist for 3 Regional Assemblies) presented on Covid-19 – Issues and Opportunities for the Northern & Western Region.

Official opening of the Clanbrassil Street and Saint Nicholas’ Quarter Rejuvenation Scheme in Dundalk

The much-anticipated rejuvenation works in the centre of town were opened by Cathaoirleach of Louth County Council, Councillor Dolores Minogue, with Cathaoirleach of the Northern & Western Region Assembly, Cllr. David Maxwell and Cathaoirleach of Dundalk Municipal District, Emma Coffey in attendance.

 

The works have transformed the historic centre of the town, covering Clanbrassil Street, Church Street and part of Bridge Street, up to St Nicholas’ Church. The project comprised the provision of wider granite footpaths, asphalt parking bays, planting and seating areas, an upgrading of public lighting, improved pedestrian crossings and a decluttering of footpaths. The works also involved the undergrounding of overhead ESB cables, refurbishment of water services and the provision of a new 500mm water main, in partnership with Irish Water.

A new bronze sculpture ‘Heart Space’, by Drogheda-based artist, Breda Marron, complements the rejuvenation project, and is installed at the new plaza on Church Street.

Speaking at the official opening, Cathaoirleach of Louth County Council, Councillor Dolores Minogue, said: ”I am delighted to officially open the  Clanbrassil Street and Saint Nicholas’ Quarter Rejuvenation Scheme, which has been designed and constructed to the highest standards and will bring new life to the centre of the town.”

Chief Executive of Louth County Council, Joan Martin commented: “This is a great day for the town of Dundalk. The completed scheme is very welcome, and it has transformed the main spine of the town, as well as making it more attractive for investment, and increasing visitors to the town. The scheme has been a catalyst for the redevelopment of existing buildings along the street, and the recent painting of shop fronts has complimented the rejuvenation scheme.

“The project, with a value of approximately €5.5m, represents a considerable investment in the town by Louth County Council, and by the European Regional Development Fund, which is part-funding the works. I want to acknowledge the co-operation and assistance from the Dundalk BIDS Office, the Dundalk Chamber of Commerce, the traders, and all the businesses and residents in the area.”

Cathaoirleach of the Northern and Western Regional Assembly, David Maxwell, commented: “I am delighted to see the successful completion of the Clanbrassil Street and Saint Nicholas’ Quarter Rejuvenation Scheme, which is a result of the partnership between the Northern and Western Regional Assembly and Louth County Council, with European Regional Development Fund assistance through the BMW Regional Operational Programme 2014-2020.  

“Projects such as the rejuvenation in Dundalk are an excellent example of how important European funding is to our country and our region, and how it can directly benefit towns and local communities. The project builds on Dundalk’s rich heritage and we welcome this reinvigoration to the centre of the town that the European Regional Development Fund co-funded development is enabling”.

Meeting of the Monitoring Committee for the Border, Midland & Western Regional Operational Programme

The two Regional Assemblies as Managing Authorities for the ERDF co funded Operational Programmes in Ireland held a joint virtual programme monitoring committee on the 15th September to review progress from 2019.

 

Good Progress was reported across both Operational Programmes.

 

For all priorities under the BMW ROP, a total of €247,659m in public eligible expenditure selected has been reported with €210,128m in public expenditure paid by the body responsible for making payments to beneficiaries reported.

The Managing Authority declared eligible expenditure for the period up to the 31/12/2018 in the first half of 2019 in advance of the June 2019 financial milestones deadline.  As a result, the total amount of eligible expenditure entered into the accounting system of the certifying authority and certified by the authority across all priorities for the period 01/01/14 to 31/12/2018 as of 28th June 2019 was €81,930,283m.  By the end of 2019, the total amount of eligible expenditure entered into the accounting system of the certifying authority and certified by the authority across all priorities for the period 01/01/14 to 31/12/2019 was €90,643,530m

Good progress has been made in the implementation of all the Investment Priorities included in the BMW Regional Operational Programme.  The Operational Programme is being delivered in an effective and planned manner and is achieving impressive results. It is achieving its targets, the selection rate is high, physical outputs are high and the expenditure reported by IBs is also high.

NWRA Submission on the National Economic Recovery Plan

The National Economic Recovery Plan will be key to achieving the overarching vision of the Northern and Western Regional Assembly’s RSES; which is to develop a region that is

  • “Vibrant”
  • “Natural”
  • “Connected”
  • “Inclusive”
  • and a “Great Place to Live”

while building on a strong settlement strategy that is focused on “People and Places”.

The Regional Policy Objectives (RPOs) of the Northern and Western Regional Assembly’s RSES are aligned to these five ambitions as well as our settlement strategy with our high level priorities for the forthcoming National Economic Recovery Plan.

NWRA Submission on the Partnership Agreement 2021-2027

A coherent approach to ERDF / ESF Operational Programmes could accelerate growth in the region.

Key enablers in pursuit of this vision are priorities that make the region:

  1. More Urban: Stronger urban infrastructure through policies encouraging more compact growth and creating a built environment conducive to sustainable growth.
  2. More Smart: – Smart Region will create new know-how, business and jobs by utilizing openness, digitalization and innovative partnerships. This can be developed regionally or nationally (across 3 Regional Assemblies) and tailored to enhance the green and specialised transition.
  3. More Specialised: Simultaneously, throughout our extensive consultation, and according to the regional innovation actors, increased collaboration and enhanced entrepreneurial discovery processes are essential, in order to realise the full potential of regional collaborative innovation (smart specialisation).
  4. More Green: Climate Transition is identified as a regional priority focusing on decarbonisation, circular efficiency and climate adaptation.
