Interreg NPA – Call for Preparatory Projects Now Open

The first call for preparatory projects in the Interreg NPA 2021-2027 programme, opens on 29th August and closes on 19th September 2022 11:00am Irish Time.

The purpose of preparatory projects is to develop project ideas in a more specific and focused direction, to examine the need for the project outputs among end users and stakeholders and to build up transnational partnerships. This type of projects is also the opportunity for organisations new to the Interreg NPA programme, to become more experienced and build capacity in view of a prospective role as partners or Lead partners.

Ideally, preparatory projects conclude with the presentation of a main project application by the end date of a call for main project proposals.

The experience from previous years has shown that preparatory projects are an important tool for development of strong and well-balanced project partnership. Both, experienced and inexperienced project partners are encouraged to apply and use the preparatory projects for establishing new connections and discussing the project ideas.

The Monitoring Committee is looking to fund projects in the following Priorities:

  • PRIORITY 1: Strengthening the innovation capacity for resilient and attractive NPA communities
  • PRIORITY 2: Strengthening the capacity for climate change adaptation, and resource sufficiency in NPA communities

Project Structure 

Interreg NPA is funding two types of preparatory projects:

  1. Up to 50.000 EUR for a 6-months preparatory project
  2. Up to 100.000 EUR for a 12-months preparatory project

The support to the beneficiaries will be handled as a lump sum based on a draft budget. In case of approval, the draft budget will be converted to a lump sum budget in Jems. The NPA eligibility rules and intervention rates outlined in the Programme Manual apply.

Minimum requirements

Preparatory projects involve partners from at least 2 programme partner countries, at least one of which from an EU Member States. Partnerships are recommended to include at least 2 of the 3 geographical zones of the programme area: Finland-Sweden-Norway; Ireland; Faroe Islands-Greenland-Iceland.  Lead Partners must be public organisations based in the NPA Programme area (unless they have a national remit that covers the Programme area). Project partners can be either public or private.

Expected outcomes 

Preparatory projects applicants are expected to address their chosen specific objective with actions such as:

  • feasibility studies
  • stakeholder mapping
  • and recommendations with the purpose of developing project ideas.

Ideally, the projects will conclude with the presentation of a main project application addressing the Third or Fourth Call for main project proposals.

Public Consultation on the Natura Impact Statement and Strategic Environmental Assessment for the Northern & Western Regional Programme 2021-27

The Northern & Western Regional Assembly invites submissions, observations and comments on the Natura Impact Statement (NIS) and Strategic Environmental Assessment (SEA) for the ERDF co-funded Northern & Western Regional Programme 2021-27 [“the Regional Programme”].

This NIS has been prepared to inform the Appropriate Assessment (AA) process required under the Habitats Directive and the European Communities (Birds and Natural Habitats) Regulations 2011 (S.I No 477/2011). The overall purpose of the AA process is to ensure that the Regional Programme does not result in any adverse effects on the integrity of any European sites in view of its conservation objectives and to detail proposed mitigation measures needed to avoid, reduce or eliminate likely effects on a European Site or adverse effects on the integrity of a European Site.

The SEA has been prepared under EU Directive 2001/42/EC and EC Environmental Assessment of Certain Plans and Programmes Regulations 2004 (S.I 435 of 2004) as amended by S.I No 200 of 2011. The purpose of this SEA Report is to inform the development of the Regional Programme, identify describe and evaluate the likely significant effects (positive or negative) of the implementation of the Regional Programme and its reasonable alternatives; and provide an opportunity for the statutory authorities and the public to offer views on any aspect through consultation.

Public Consultation

The NIS and SEA processes have been, and continue to be iterative, and are assisting in making the final Regional Programme more robust by fully integrating wider environmental considerations into the programme.

The Assembly, as Managing Authority for the Regional Programme, is committed to engaging with stakeholders in a clear, open and transparent manner. Any person or organisation can make a submission in relation to this consultation. About the Draft NW Regional Programme 2021-27

The Northern & Western Regional Programme 2021-27 is co-funded by the European Regional Development Fund and the Government of Ireland.

The Programme aims to strengthen EU economic, social and territorial cohesion by correcting imbalances between regions. It supports balanced regional development by co-funding investment under EU policy objectives of a more competitive and smarter Europe, a greener, low-carbon transitioning towards a net zero carbon economy and resilient Europe, and a Europe closer to citizens by fostering sustainable and integrated development.

The Programme will also align with and deliver national and regional objectives under Project Ireland 2040: The National Planning Framework and the Regional Spatial and Economic Strategy of the Northern & Western Region.
